Choosing the carrier: what each one does to the jar
Sugar scrubs need a carrier that stays liquid across the whole distribution temperature range, resists oxidation without refrigeration, and carries fragrance cleanly.

A sugar scrub contains no water, which is why it can be made without a preservative system, and why any water introduced in use or in manufacture becomes a genuine risk.
Anhydrous products are microbiologically stable because there is no free water to support growth, a principle reflected in Personal Care Products Council guidance on water activity.
